Funding Feasibility



The Funding Feasibility Report looks at ways to increase and stabilize funding sources for all aspects of parks.

Equity Analysis



A detailed inventory of park amenities and street infrastructure is combined with a new equity analysis about park access and conditions in different parts of Richmond. Underutilized public land will also be studied for potential park use.

Community Leadership



This phase will gather lessons from successful park-related policies and programs from neighboring or similar communities. Community leadership will evaluate which ideas could be good examples for Richmond.

Policy and Program Analysis



An Advisory Group comprising Black and Brown leaders from City of Richmond staff, community organizations, and community members will guide this planning process. Community involvement will be led by Rich City Rides.

Pursue Funding Options



Funding options may require ballot measures to be put into effect. The project will align with November 2024 elections as needed.

Implementation



It is anticipated that community leadership, the project team, and City staff will continue to collaborate to strategically implement the policy, program, and funding recommendations.

Does Richmond already have a plan like this?

No. Richmond has completed many plans and studies to create a better and more equitable park system. However, numerous challenges have led to barriers to implementation of planned improvements and policies. RichPEP will learn from these plans and present new solutions that have not yet been included.
